Sam has been president since 1977 of Kito, Inc., a lobbying firm representing clients in Juneau and Washington, D.C. In his youth, Sam left Alaska to attend the RCA Institute in New York and went on to work at the Kennedy Space Center on the space program as a communications specialist, eventually returning to Alaska to work at the NASA satellite tracking station. In Fairbanks, he served as executive director, president, and board member of Fairbanks Native Association, moving on to become executive vice-president for the Tanana Chiefs Conference.
Sam attended Western Washington State College and served in the U.S. Marine Corps. He received technical and management training from the RCA Institute in New York.
