This study came about as frustrations surfaced in the Alaska Native and research communities around the use of measures that are limited to factors such as school attendance, standardized test scores, and high school graduation and dropout rates to define Alaska Native student success.

Rural Development Performance Measures
The Rural Development Performance Measures (RDPM) project, funded by the Denali Commission, originally intended to design and test a system of rural development performance measures linking economic growth to poverty reduction. The performance measures would be used to evaluate the effectiveness of economic development programs in reducing poverty in rural Alaska communities. The RDPM project does not present a "test," but rather, it identifies tools for outcome planning by communities, provides a step-by-step guide to finding data on the internet and from agencies; and offers additional analysis of existing and potential indicators that could track economic growth or progress in rural communities.
